THE REGULATIONS
 on the procedure for export control of products subject to control in the Kyrgyz Republic

1. General provisions

1.1. These Regulations developed in accordance with the laws of the Kyrgyz Republic “On export control” and “On licensing system in the Kyrgyz Republic” define the general procedure for exercising control, uniform conditions and requirements for processing and issuing licenses for export, import and re-export of products, included in the National Control List (hereinafter referred to as the controlled products), and regulate the relations between government bodies and economic entities.

1.2. The requirements of these Regulations are mandatory for all foreign economic operators (hereinafter referred to as FEO), including broker activities and activities related to transportation of controlled products, as well as public authorities related to controlled products, except in cases provided for by law and international treaties of the Kyrgyz Republic.

1.3. Export and import of controlled products containing information constituting a state secret shall be carried out in accordance with the legislation of the Kyrgyz Republic on state secrets and these Regulations.

1.4. Disclosure of the information to third parties not specified in these Regulations on export control procedures made or being carried out is regulated by effective legislation of the Kyrgyz Republic in the field of state and trade secrets.

1.5. Controlled products when moving through the territory and across the state border of the Kyrgyz Republic are subject to state control in accordance with the procedure established by the legislation of the Kyrgyz Republic on export control.

1.6. The Commission for Military-Technical Cooperation and Export Control (hereinafter referred to as the MTC and EC) is the coordinating body of the Kyrgyz Republic in the field of export control.

1.7. In these Regulations, the following definitions are used:
