This Law defines the institutional and legal framework for protection and development of the competition and aims at prevention, control, suppression of monopolistic activity and unfair competition, as well as enabling conditions for establishment and effective functioning of the markets in the Kyrgyz Republic.

Article 1. Antimonopoly (antitrust) legislation of the Kyrgyz Republic

Antimonopoly legislation of the Kyrgyz Republic (hereinafter referred to as the antimonopoly legislation) is based on the Constitution of the Kyrgyz Republic, international treaties that entered into force in accordance with established procedure, to which the Kyrgyz Republic is a party, and consists of this Law and other regulatory legal acts of the Kyrgyz Republic.

Article 2. The scope of the Law

This Law is effective on the entire territory of the Kyrgyz Republic and covers the relations concerning protection and development of competition involving any natural persons and legal entities, state bodies and local governments.

Application of antimonopoly legislation to economic entities occurs similarly and equally regardless of the organizational and legal form and place of registration of such economic entities.

Article 2-1. State policy in the sphere of competition

The main areas of state policy in the field of competition are developed by the Government of the Kyrgyz Republic.

The procedure to regulate relations concerning monopolistic activities, protection and development of competition in financial services market (except for banking services) is defined by the Government of the Kyrgyz Republic.

Antimonopoly regulation in the banking services market is carried out by the National Bank of the Kyrgyz Republic in accordance with the regulatory legal acts that are mandatory for execution by commercial banks and other financial and credit institutions licensed and regulated by the National Bank of the Kyrgyz Republic.

The Government of the Kyrgyz Republic provides for information openness of its state policy in the field of competition, including by posting information about the activities of authorized bodies in the media and the Internet.
